Sport Integrity Australia acknowledges that the French Anti-Doping Agency (AFLD) has imposed a three-year period of Ineligibility on athlete Moussa Kabalan for the Presence of a Prohibited Substance and its Metabolite in the Athlete’s Sample.

Mr Kabalan returned an Adverse Analytical Finding from an In-Competition doping control test on 1 December 2024 while competing in the French Elite Two rugby XIII league match between RC Salon XIII and RC Lescure-Arthes XIII in Salon-de-Provence (Bouches-du-Rhone).

Mr Kabalan’s sample was analysed at the French Anti-Doping Laboratory and the presence of Boldenone and its Metabolite were detected.

Boldenone is listed under Class S1 (Anabolic agent) of the World Anti-Doping Code – International Standard – Prohibited List 2024 (2024 Prohibited List). Boldenone is classed as non-Specified Substance and prohibited at all times.

Mr Kabalan was notified by the AFLD of the alleged Anti-Doping Rule Violations (ADRVs) on 26 December 2024, in accordance with the French Sports Code. He was also issued a Mandatory Provisional Suspension Letter on the same date.

In accordance with article L. 232-23-3-10-III of the French Sports Code, where the athlete accepts the consequences of a sanction, they are eligible to receive a one-year reduction to their period of Ineligibility.

On 7 January 2025, Mr Kabalan accepted the asserted ADRVs against him and commenced his Mandatory Provisional Suspension.

As such, the AFLD has imposed a three-year period of Ineligibility commencing on 7 January 2025. 

Mr Kabalan is ineligible to participate in any sports that have adopted a World Anti-Doping Code compliant anti-doping policy between 7 January 2025 and 7 January 2028.

He is also not permitted to compete in a non-signatory professional league, or event organised by a non-signatory International or National level event organisation.

Additional information on the Anti-Doping Rule Violation

Boldenone, also known as 17b-Boldenone (17b-Bol), 1-dehydrotestosterone and/or androsta-1,4-diene-17b-ol-3-one, is a prohibited substance listed under S1.1 Anabolic Androgenic Steroids (AAS) under the World Anti-Doping Code.

S1 Anabolic Agents are non-specified substances, prohibited at all times.

Boldenone is an anabolic androgenic steroid which is not approved for human use. It is a synthetic derivate of testosterone which was developed for veterinary use.

Boldenone is classified as a probable human carcinogen by the International Agency for Research on Cancer. 

It also affects testosterone production in men, in animal studies it has led to disruption of male reproductive systems and fertility with issues such as decreased teste size and reduced sperm count and mobility.

There is no therapeutic or medical use for boldenone in humans, therefore athletes cannot get Therapeutic Use Exemptions (TUEs) for this substance.
