Boxer receives two-year sanction

Sport Integrity Australia acknowledges that Boxing Australia has imposed a two-year period of Ineligibility on athlete Filip Vulic for the Presence and Use of a Prohibited Substance

Sport Integrity Australia acknowledges that Boxing Australia has imposed a two-year period of Ineligibility on athlete Filip Vulic for the Presence and Use of a Prohibited Substance.

Mr Vulic returned an Adverse Analytical Finding from an In-Competition doping control test on 23 November 2024.

Mr Vulic’s sample was analysed at the Australian Sports Drug Testing Laboratory, part of the National Measurement Institute and the presence of Tamoxifen metabolite (M2): 3-hydroxy-4methoxytamoxifen was detected.

Tamoxifen is listed under Class S4 (Hormone and Metabolic Modulators) of the World Anti-Doping Code – International Standard – Prohibited List 2024 (2024 Prohibited List). Tamoxifen is prohibited In-Competition and is classed as a Specified Substance.

It has been determined that on 23 November 2024, Tamoxifen metabolite: 3-hydroxy-4-methoxytamoxifen was present in Mr Vulic’s sample (Presence). Further, it was determined that on and/or before 23 November 2024, Mr Vulic used the Prohibited Substance Tamoxifen (Use).

Under Article 10.2.1.2 of the Australian National Anti-doping Policy 2021 (ANADP), for first ADRVs of Presence and Use of a Specified Substance the sanction is four (4) years if Sport Integrity Australia can establish that the ADRVs were intentional. If Sport Integrity Australia cannot establish that the ADRVs were intentional the period of Ineligibility is two (2) years pursuant to Article 10.2.2 of the ANADP.

Mr Vulic was subject to a Provisional Suspension for a period of six (6) days. In accordance with Article 10.13.2.2 of the ANADP, an athlete shall receive credit for any period of Provisional Suspension already served.

Boxing Australia has imposed a two-year period of Ineligibility Mr Vulic (backdated by a period of 2 months in accordance with Article 10.13.1 of the ANADP for delays not attributable to the Athlete and applying a credit of 6 days for the period of Provisional Suspension already served) commencing on 6 November 2025.

As such, Mr Vulic is ineligible to participate in any sports that have adopted a World Anti-Doping Code compliant anti-doping policy between 6 November 2025 and 11:59 pm on 29 August 2027. 

He is also not permitted to compete in a non-signatory professional league, or event organised by a non-signatory International or National level event organisation.

Additional information on the Prohibited Substance

Tamoxifen is Classed under S4.2 Anti-Estrogenic Substances [Anti-Estrogens and Selective Estrogen Receptor Modulators (SERMS)] by the World Anti-Doping Agency.

Tamoxifen is prescribed as hormone therapy and often prescribed in the treatment and preventative treatment of breast cancer in women.

Tamoxifen has been linked to serious health side effects, including but not limited to blood clots, deep vein thrombosis, stroke, erectile dysfunction, cataracts and other eye problems.

It has further side effects for women including endometrial (uterine) cancer and should therefore only be administered by treating physicians and used under observation.
